European skills index

Definition

Composite indicator that measures the performance of European national skills systems (EU member states plus Iceland, Norway, Switzerland and the United Kingdom) over time and identifies areas calling for improvement.

Comment

The European skills indexconsists of three components (skills activation, skills development and skills matching), each of which measures a different aspect of a skills management system; these pillars are used to aggregate approximately 15 individual indicators into a single measure.
