CAI - Reception and integration contract (Contrat d'accueil et d'intégration)

General information

The reception and integration contract (contrat d’accueil et d’intégration - CAI) offered by the Ministry of Family Affairs, Integration and the Greater Region is targeted at people:

  • aged 16 or older;
  • not having Luxembourgish nationality;
  • living in the Grand Duchy legally and wishing to stay.

The CAI programme is optional, and open to citizens of countries both inside and outside the European Union, for people newly arriving and those who have been living in the Grand Duchy for years. The various activities are aimed at facilitating integration in Luxembourg and getting to know the country and its multicultural society better.

Structure

The CAI is concluded for two years, during which time the signatory undertakes to learn a language, attend civic education classes, and take part in an orientation day.

For the contract to be validated and a certificate awarded, the following three stages must be completed:

  • Language training enables contract signatories to learn Luxembourgish, French or German so as to reach at least level A.1.1 of the Common European Framework of Reference for Languages (CEFR). Signatories select their classes from the offer available at:
  • They may get up to three reduction vouchers to participate in these language training courses.

  • The civic education classes comprise four modules:
    • the social and historical evolution of the Grand Duchy,
    • the citizen's rights and duties,
    • integration through culture,
    • ways and means to build an intercultural society.

    The courses have a duration of at least six hours, divided into several sessions, and are taught in Luxembourgish, French, German, Portuguese, BCS (Bosnian-Serbian-Croatian), Spanish, English and Chinese.

  • The aim of the orientation day, organised in half-day sessions and held twice a year at the weekend in collaboration with a number of partners, is to enable signatories to familiarise themselves with the Grand Duchy’s official bodies and organisations, in a convivial setting.

Regarding the signing of the CAI, two administrative online procedures have been made available on MyGuichet.lu, i.e.:

  • booking an appointment for individual counselling and the signing of a CAI
  • the application to sign a reception and integration contract (CAI) without individual counselling.
