Context of european education policy In 2021, the Council of the European Union published a Council Resolution on a strategic framework for European cooperation in education and training towards the European Education Area and beyond (2021-2030). This Resolution emphasises that education and training have a vital role to play in shaping the future of Europe. The Resolution establishes lifelong learning and mobility for all as a strategic priority. It also indicates that measures should be strengthened to enable and motivate adults to acquire basic skills. This would ensure equal opportunities and greater social participation and enable a holistic approach to adult learning.
